AI Chatbots Deliver ‘Misleading and Partial’ Election Guidance, Claims Netherlands Regulator

AI assistants are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democracy just eight days before national elections.

Study Shows Consistent Bias in AI Suggestions

The four chatbots evaluated by the authority “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog noted in a report published ahead of the late October vote.

For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, despite the fact that the user’s input exactly matches the positions of these parties, the report pointed out.

Authority Figure Cautions Against Using AI Chatbots for Election Advice

The vice-chair of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that might not correspond to their political views, she emphasized.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against employing AI assistants for election recommendations, as their operation is unclear and difficult to verify.”

Election Context and Party Dynamics

The Dutch head to the polls on 29 October in an electoral contest that will be keenly observed around Europe for the showing of the PVV.

The right-leaning group of Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA seems to be closing, with many voters still undecided.

Every significant political faction have rejected a coalition with the Freedom party, meaning the runner-up party is most likely to provide the next prime minister.

Inadvertent Prejudice Linked to AI Operation

The AP stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the manner in which AI assistants function.
